Samuel Pitoiset 516aee64cc radv,aco: do not lower nir_op_pack_{unorm,snorm}_2x16 
v_cvt_pknorm_{u16,i16}_f32 can be emitted instead, it's supported on
all generations.

No fossils-db changes.
