This allows brw_search_cache to be used to find programs without causing extra state to be emitted in the case where the program isn't being made active. Build & install
---------------

Meson (`docs/meson.html <https://mesa3d.org/meson.html>`_):

necessary.
Remember that not everyone is in the same timezone as you, so it might
take a while before someone qualified sees your question.
