Dylan Baker cbbd5bb889 meson: build classic osmesa ...

This builds the classic (non-gallium) osmesa with meson. This has been
tested with the osdemo application from mesa-demos.

v2: - Remove unrelated change
    - Add SELinux dependency to osmesa
