The way this was implemented wasn't optimal. Compiling a functrion for each lp_static_texture_state/lp_static_sampler_state/sample_key combination is not great. This patch tries to contain the combinatory explosion by compiling sample functions on demand inside the shader, caching them and moving them to their intended locations when no chader is running. Improves CTS runtime by a lot.
