Valentine Burley d981f66df8 ci/windows: Always include windows-msvc in scheduled pipelines ...

The windows-msvc job currently runs only when Windows-related
files are modified.
To always run it in scheduled runs, we need to inherit
.scheduled_pipeline-rules.
