mesa: Add decoding functions for GL_COMPRESSED_SRGB8_PUNCHTHROUGH_ALPHA1_ETC2

Data in GL_COMPRESSED_SRGB8_PUNCHTHROUGH_ALPHA1_ETC2 format is decoded and stored
in MESA_FORMAT_SARGB.
