lavapipe: bump .maxResourceDescriptorBufferRange

Fail (maxResourceDescriptorBufferRange is less than (((1u << 20) - (1u << 15)) * maxResourceDescriptorSize) at vktBindingDescriptorBufferTests.cpp:5127)

bump this to pass the test now.
