mesa: Enable ASTC in GLES' [NUM_]COMPRESSED_TEXTURE_FORMATS queries
In OpenGL ES, the COMPRESSED_TEXTURE_FORMATS query returns the set of supported specific compressed formats. Since ASTC formats fit within that category, include them in the set and update the NUM_COMPRESSED_TEXTURE_FORMATS query as well. This enables GLES2-based ASTC dEQP tests to run.
