radv: Delete VK_KHR_device_group provided entrypoints

Delete radv_CmdDispatch, radv_CmdSetDeviceMask, and
radv_GetDeviceGroupPeerMemoryFeatures so that the vk_common_*
versions will be used instead. This will avoid repeated code.
