docs: Update TBO support.
All I know of that needs finishing in Mesa is to enable the extension in a GL3.1 core context on i965 -- we're not going to expose it in non-3.1 core contexts. Reviewed-by: Kenneth Graunke <kenneth@whitecape.org>
