v3dv: adjust a few limits to comply with CTS minimum requirements
We don't support 4-bit multisample yet, but we will at some point. Also, remove point size granularity/range since we were not meeting the minimum requires, we might want to review that in the future. Part-of: <https://gitlab.freedesktop.org/mesa/mesa/-/merge_requests/6766>
