radeonsi: add a standalone compiler amdgcn_glslc
This will be used by GLSL lit tests. For developers only. It shouldn't be distributable and it doesn't use the Mesa build system. Reviewed-by: Nicolai Hähnle <nicolai.haehnle@amd.com>
