Revert "meson: drop GLESv1 .so version back to 1.0.0"

This patch claimed that the autotools build generates libGLESv1_CM.so.1.0.0, but
it doesn't:

es1api_libGLESv1_CM_la_LDFLAGS = \
        -no-undefined \
        -version-number 1:1 \
        $(GC_SECTIONS) \
        $(LD_NO_UNDEFINED)

Revert commit cc15460e18 to ensure that the
autotools and meson builds produce the same libraries.
