clover: Add CL_MEM_HOST_* flag checks.
Those flags have been introduced in OpenCL 1.2. [ Francisco Jerez: Rebase. Throw CL_INVALID_VALUE from clCreateSubBuffer if the subbuffer drops access flags from its parent.
