Mary Guillemard fc15041255 panvk: Ensure we lower load_base_workgroup_id to 0 ...

This pass options to nir_lower_compute_system_values to ensure that
load_base_workgroup_id is lowered to 0 instead of NULL.

Fix VKCTS failures related to it.
