Jason Ekstrand 8fd2f2c276 intel/fs: Implement quad_swap_horizontal with a swizzle on gen7 
This fixes dEQP-VK.subgroups.quad.compute.subgroupquadswaphorizontal_*
on all gen7 platforms.
