Ian Romanick eb5bc62e97 mesa: Refactor renderbuffer_storage to make _mesa_renderbuffer_storage

Pulls the parts of renderbuffer_storage that aren't just parameter
validation out into a function that can be called from other parts of
Mesa (e.g., meta).
