Eric Anholt e5e75b714d util/format: Fix pack/unpack of A1R5G5B5_UINT. 
Avoids regressing KHR-GL33.packed_pixels.pbo_rectangle.* when
transitioning from mesa/main pack/unpack codegen to util/format's.
