Alba Mendez e3aab80d4f meson: support installation tags ...

the only thing missing is to tag custom install targets, namely:
 - ICDs (vulkan, glvnd, OpenCL, VA-API, VDPAU)
 - Vulkan layers
 - custom install script for megadrivers
 - drirc file
