Eric Engestrom 99af53c6fd driconf: drop param for setting default gpu vendor id in DRI_CONF_FORCE_VK_VENDOR() ...

The macro was ignoring the param and hard-coding 0, and it doesn't make
much sense to allow drivers to override it by default, so remove the
appearance of the ability to do so.
