Connor Abbott c65017f746 vk/runtime: Handle VK_PIPELINE_CREATE_2_PER_LAYER_FRAGMENT_DENSITY_BIT_VALVE
This flag must match in pre-rasterization and fragment shader state.
Pass it through in both.
