Timur Kristóf 294604bc56 radv/amdgpu: Allow using more than 1 preamble with cs_submit. ...

Add the ability to have multiple preambles,
except for the sysmem (NOIBS/GFX6) code path which still only allows 1.

This is necessary because with gang submit we will need a way to submit
a preamble to different queues at the same time.
