Jason Ekstrand 1936ceec58 anv: Always set bindless surface base on SKL+ ...

Ever since 04ccfeae98 ("anv: Require softpin on Gen8+"), softpin has
been a hard requirement on BDW+ so there's no reason for SKL+ code to
have a relocation path.
