This adds support for D3D12-native view instancing to the compiler.
Essentially, it's just the ability to load SV_ViewID (dx.op.viewID),
set the right capability, and fill out some more PSV data. Note that
the PSV data is currently garbage. Ideally, we'd fill out a proper
input -> output and viewID -> output dependency table, but AFAIK
this is only used to enforce D3D API validation, and drivers ignore
it, so it's less critical to get it right.

This *almost* matches what GLSL wants, except for the handling of
large widths. You can see this in the lowering algorithm:

DXIL's 'bfi' instruction is an inseparable pairing of NIR's 'bfi(bfm(...), ...)',
so we just apply the additional bcsel in the backend.

Note that GL requires input coverage for sample execution mode to
be only the single bit corresponding to the executing sample, so
rearrange things to understand during shader emitting if we're
executing per-sample to emit the right coverage value.

This is support-code to emit the DirectX Intermediate Language, which is
a dialect of LLVM 3.7 bitcode. Because modern versions of LLVM doesn't
support emitting bitcode for older versions, and we can't rely on an old
LLVM version because we need the OpenCL support from Clang later on, we
instead implement our own LLVM bitcode encoder as part of this work.

The reason this comes as a separate library, is because we're also using
this code as the basis for an OpenCL C compiler, which will follow as a
separate merge-request later.
This is the combination of more than 230 commits from our development
