Gurchetan Singh 8a2f43c9bd util: rust: update to rustix 1.0.7 
Latest tagged release.  Fedora uses it, and for it to
work on Android we'll need to latest release so a pure
libc backend can be used.

Matt Turner 278d894146 meson: add wrap for libdrm 
This allows building Mesa with the Android NDK, which doesn't provide
libdrm.

We will generate an `Android.bp` file using the `ninja-to-soong` tool
(https://github.com/rjodinchr/ninja-to-soong), and to do this we run
Mesa's standard meson build system to generate the ninja commands that
we then translate to soong.

That meson invocation is done using the Android NDK, which doesn't
provide libdrm, so until we find an alternative solution[*] we provide a
wrap file that builds libdrm as part of the Mesa build (but does not
install it--we still use the Android-provided libdrm at runtime)

LingMan 9ddc160012 meson: Sync subproject version numbers in packagefiles with their .wrap equivalents 
These tell meson which version the `.wrap` file downloads and should therefore always stay in sync.
No dependency is actually being updated here.

Starting with Rust 1.83 this benign warning is show when compiling the pest dependency:

Xaver Hugl 53b40a40f4 increase required wayland-protocols version to 1.41 
This version contains the color management protocol.

This commit also adjusts the build-wayland script to mention
that the DEBIAN_BASE_TAG also has to be bumped.

Dylan Baker 40b87cde2a meson: add wrap for libdrm 
Sometimes as a developer when a new version of libdrm is required, it's
nice to not have to install it somewhere and set up pkg-confing, and
just let Meson do it for us.

Faith Ekstrand a2a0cef9f4 meson: Update our rust dependencies 
These are the package versions currently shipped by Fedora. This allows
using system packages by setting

    export MESON_PACKAGE_CACHE_DIR=/usr/share/cargo/registry/

Of course, other distros may place it somewhere else.

Ubuntu matches versions on syn and unicode-ident but is a tiny bit off
on quote and proc-macro2. However, given how far I was able to bump the
versions with only a tiny meson tweak to syn, I think it should work
with the Ubuntu versions as well.

Mark Collins fa0476fa6e meson: Update lua wrap to 5.4.6-4

Erik Faye-Lund 5fe5c3e223 meson: add wayland-protocols from meson wrapdb 
Sometimes, users don't have a recent enough version of wayland-protocols
to build Mesa. But these days, Meson's WrapDB has a wrap that's more
than new enough for our needs.

If we add the wrap-file to the subprojects folder, we'll download a more
recent wrap if the installed version is too old (or doesn't exist at
all).
