The specific pattern from the unit test was observed in ray tracing
trampoline shaders.
v2: Refactor the is_raw_move tests out to a utility function. Suggested
by Ken.
v3: Fix a regression caused by being too picky about source
modifiers. This was introduced somewhere between when I did initial

There are already NIR algebraic optimizations (see also ac6646129f
("nir: Move fsat outside of fmin/fmax if second arg is 0 to 1.") that
will try to remove the saturate from things like
fmax(0.5, fsat(x))
This basically reverts 40aeb558ce ("i965/fs: Allow propagation of
instructions with saturate flag to sel"). That commit message had no
shader-db information, so it's unclear whether this actually helped
anything ever.
No shader-db changes on any Intel platform.
One shader in Far Cry New Dawn was affected.

It's not used by anything anymore now that so much lowering has been
moved into NIR. Sadly, we still need on in brw_compile_gs() for
geometry shaders on Sandy Bridge. Short of a lot of pointless work,
that one's probably not going away.

Mostly a dummy git mv with a couple of noticable parts:
- With the earlier header cleanups, nothing in src/intel depends
files from src/mesa/drivers/dri/i965/
- Both Autoconf and Android builds are addressed. Thanks to Mauro and
Tapani for the fixups in the latter
- brw_util.[ch] is not really compiler specific, so it's moved to i965.

- move brw_eu_defines.h instead of brw_defines.h
- remove no-longer applicable includes
- add missing vulkan/ prefix in the Android build (thanks Tapani)
