Dylan Baker 99f1b7d732 compiler/glsl: explicitly delete copy constructor and copy-assign 
Most of our visitors have custom destructors because they wrap C types,
and need to manually call destructors for those types. Because of this,
the implicitly generated copy constructors and copy-assignment operators
are not safe due copying pointers rather than data. Since we don't need
these features just delete them, so any attempt to use them would be a
compilation error. This doesn't fix any existing issue except stopping
coverity from complaining, but it does prevent new issues in the future.

Caio Oliveira 81e3b28f78 compiler: Remove C++ static member pointers to builtin types 
When we moved the bulk of glsl_type to C, these globals were
kept to avoid changes to compiler/glsl code in the MR.  Now that
landed, change the code to use the actual bultins directly.

Timothy Arceri a31c547206 glsl: move rule inside lower_packing_builtins() 
We only have a single user of this pass so lets tidy things up and
move all the rules in the pass itself.

Matt Turner 8709dc0713 glsl: Remove 2x16 half-precision pack/unpack opcodes. 
i965/fs was the only consumer, and we're now doing the lowering in NIR.
