v3dv, radv, and turnip are using several C&P format helpers (most of
them wrappers over util_format_description based helpers). methods.
This commit moves the common helpers to the already existing common
vk_format.h. For the case of v3dv we were able to remove the vk_format
header. For turnip and radv, a local vk_format.h header remains, with
methods that are only used for those drivers.

We have a "maximum bpp of all render targets" field for several
packets. For them we were defining manually the possible values. But
all the possible values are the ones defined at the already defined
type "Internal BPP". So in practice we were defining the possible BPP
values twice.
Also for those fields, sometimes we were using the "Internal BPP" type
and in some other cases we were not, so this commit also adds some
consistency.

cl_packet_length depends on the specific hw generation packets, so it
is can't be included directly by main header.
The straight forward solution would be to allocate them dynamically,
based on the current generation. That ended to be complex and
messy. Also, even if that change between hw versions, it will not
change significantly.
So we just add some definition with the size of the packets we
prepack. We just need to be careful that this needs to be the maximum
value considering all the versions supported.
Note that on Opengl v3d does something similar, using hardcoded
values, but without a define, neither a runtime check.
