Dylan Baker 2f916f2be6 meson: add support for meson devenv with vulkan 
Meson devenv is a feature added in meson 0.58 (thus the features is
version guarded) that allows creating a shell environment with
environment variables automatically setup for running the project inside
the build dir. Some variables (such as LD_LIBRARY_PATH and PATH) are set
automatically, others must be added by the project.

For vulkan is is relativley simple, we create a new, uninstalled, icd
file for each driver and set the VK_ICD_FILENAMES variable
appropriately. This can be used with:

```sh
meson devenv -C $builddir
```

then, vulkan applications will automatically use the uninstall vulkan
driver, no need to install.

Chad Versace 0845cabc72 vulkan: Track dependencies of Python imports 
The meson.build was unaware of transitive dependencies introduced by
Python imports.

Android still needs fixing. But I did not update the Android files lest
I break the build.

Ideally, we would fix this by using a Python runner that generates
a depfile, similar to how meson creates depfiles for C files by passing
flags -MD -MQ -MF to gcc. But this patch gets the job done, without
stalling on the ideal general solution, by manually tracking the Python
imports in new 'foo_depend_files' variables.

Jason Ekstrand 61749b5a15 anv: Add a pass for lowering A64 UBO access 
Instead of load_global_constant_offset/bounded, we want to use the
Intel-specific block load intrinsic whenever we can.  This way we get
the same wide block loads that we usually use for constant offset UBO
pulls with a binding table.

Jason Ekstrand 0be8200839 anv: Use the common dispatch framework

Jason Ekstrand dc8d74a555 anv: Drop anv_dump 
I originally wrote this several years ago to aid in app debugging.  Now
that we have nice tools like RenderDoc, it's no longer needed.  I don't
think anyone's really used it in 4 years or more.

Alexander Kanavin 8bb1a75b4f anv: fix a build race between generating a header and using it 
anv_batch_chain.c includes genX_bits.h but doesn't ensure it gets
generated first. This causes build failures, as observed here:

Eric Engestrom f95637f01a meson: fix android vulkan build 
Android doesn't have `pthread_cancel()` and is unlikely to ever
implement it [1], but `wsi_common_display.c` needs it (or an
alternative).

Let's just disable the platform on Android (as it used to be
before 448eb19158).

Dylan Baker a8e2d79e02 meson: use gnu_symbol_visibility argument 
This uses a meson builtin to handle -fvisibility=hidden. This is nice
because we don't need to track which languages are used, if C++ is
suddenly added meson just does the right thing.

Jason Ekstrand 9baa33cef0 anv: Rework push constant handling 
This substantially reworks both the state setup side of push constant
handling and the pipeline compile side.  The fundamental change here is
that we're no longer respecting the prog_data::param array and instead
are just instructing the back-end compiler to leave the array alone.
This makes the state setup side substantially simpler because we can now
just memcpy the whole block of push constants and don't have to
upload one DWORD at a time.

This also means that we can compute the full push constant layout
up-front and just trust the back-end compiler to not mess with it.
Maybe one day we'll decide that the back-end compiler can do useful
things there again but for now, this is functionally no different from
what we had before this commit and makes the NIR handling cleaner.

Jason Ekstrand aecde23519 anv: Pre-compute push ranges for graphics pipelines 
It turns off that emitting push constants is one of the hottest paths in
the driver and ANY work we do there costs us.  By pre-computing things a
bit ahead of time, we shave 5% off the runtime of a CPU-limited example
running with the Dawn WebGPU implementation.

Bas Nieuwenhuizen 5a26f528cb meson,i965: Link with android deps when building for android. 
The DBG marco in brw_blorp.c ends up calling an android log function:

error: undefined reference to '__android_log_print'

v2: On suggestion from Lionel, hang the Android dependency onto a new
    libintel_common dependency.
