egl,gallium,gbm,mesa: replace get_param with pipe_caps access

Use command:
  find . -path "./.git" -prune -o -type f -exec sed -i ':a;N;$!ba;s/->get_param([^,]*,[[:space:]]*PIPE_CAP_\([^)]*\))/->caps.\L\1/g' {} +

And some manual adjustment.
