radeonsi: use TCS epilog for monolithic shaders
For fixed function TCS, we keep the copying of VS outputs to TES inputs inside the main function; the call to si_copy_tcs_inputs is moved accordingly. Reviewed-by: Marek Olšák <marek.olsak@amd.com>
