ci/iris: Enable SKQP on Tiger Lake boards

- SKQP gets included now in all amd64 LAVA builds.
 - add test job for Tiger Lake (tgl)
 - add manual test job for Whiskey Lake (whl), because all runners are
   already used
 - document that we have 13 tgl machines

Tests failed (on tgl):
 - gl_simpleaaclip_aaclip, 1 pixel off : https://okias.pages.freedesktop.org/-/mesa/-/jobs/21790629/artifacts///results/gl/report.html
